Plaintiff was injured in a car accident when a state owned bus went through a red light and hit him. Puruant to a Ct. statute, the state waived sovereigh immunity for motor vehicle accident caused by a negligent state employee. The plaintiff was denied a jury by trial and the case was decided by the court. The plaintiff appealed, arguing that the statute gave him the right to a trial by jury.
